I just installed a firewall built for schools called K12USA and it automatically intercepts most of the big search engine urls in the proxy and adds the appropriate safesearch language to the final URL submitted to the search engine. Very cool!
I don't think there is an easy way to do determine what is explicit or not on Youtube. They definitely will think something is fine and we would be very offended by it. It has to be an all or nothing proposition. If they really need it for the work of the Church then maybe it is only allowed for those people that have to have it. Although, I'm trying to figure out why they would need it!?!

Does anyone know how to setup Google SafeSearch in either Firefox or IE so that it automatically defaults to strict filtering for all searches?
Along these same veins, how do you handle YouTube videos? What they consider “explicit” is a bit beyond what my users consider explicit…
