Just a quick thought that came to mind: Is offline file synch set up
for a person who routinely accesses that folder? Perhaps files in their
offline folder are synching back to the file server folder?
Re: the permissions, no idea.
Regardless, declaring it a "rogue" folder and outlawing it might be the
best approach.

OK...so I have a problem. I have a file server and 1 single
departmental folder is having issues. First, it will not inherit
permissions correctly. Have tried reapplying child permissions to no
avail.
Second, and more strangely, every time someone moves files into
one folder or another the next day they appear where they were
originally! Have you ever heard of such a thing? At this point I am
looking at copying the files out, deleting the whole folder, and setting
up the new folder with all the correct permissions and such. Thoughts?
