Dells FX160 Tiny Desktop (I call it a thin client) is available with XPe or XP Pro. Its also based on the Atom.
XP Pro for nonprofits is $50 or so.

Ive found the following:
Planar PT1510MX Touch Screen Monitor --- $339.99 (Tiger Direct)
ASUS Eee Box w/ XP Home and 1.6 Atom(fanless is cool) --- $350 (CompUSA)
Windows XP Pro (AD integration) $??? (help me out here!)
-OR-
Cybernet 17 Touch Screen $1,109 base ($1,215 w/XP Pro OS & Pentium D 1.8)
If XP Pro is less than $300 Ive got an all-in-one for less than $1k. The Cybernet is the best deal I could find on a configured all-in-one. It has a 17 in. screen and I would prefer a 15 in.
This seems cost comparable to thin client and TS backend. Bring on the heavy hitters.
