FOUND IT!
It's not the options that are explicitly available, but those that are
NOT explicitly available that do the job. Notice the graphic below:
In the rule I tried NOT checking a condition in step 1 before clicking [
Next > ] to go to step 2. I then got the "This rule will be applied to
every message you receive" dialog upon which I said YES! THAT'S IT! From
there you can set up exceptions to allow some subset of that "every
message" set to "stick" in the inbox. I am a happy man!
I was just assuming that you had to give it a condition in step 1.
BTW if the graphic doesn't appear with the message, I'll post it
somewhere else where it can be seen.

We need this to be a server based rule so that it serves as a filter for
the messages that hit the users inbox which, when they arrive, alert
(and distract) the user. If it's client based, the rule will work as
long as the client computer is running an Outlook-against-Exchange
session.
I'm looking for something like this:
When messages arrive move all messages to some folder except messages
from some people.

Are you trying to do this without the user knowing about it? Outlook
rules would make this pretty easy, but that would be at the client, and
visible to the user.

I need to have all messages arriving in a user's mailbox moved to a
secondary folder except those messages from certain designated people.
We are using Outlook on Exchange 2003. Ideas?
