They way we used this in the past was to set the Windows DC server as
primary DNS for the workstations (with server using Open DNS as a
forwarder), and then to also setup the secondary and tertiary DNS servers to
OpenDNS servers within your DHCP server¹s Scope Options.  This way, if your
server is down, your users can still get to the Internet (which gives them
something to do instead of calling you every 5 minutes to tell you the
server is still down).  Happy users = productive IT

But if you set the workstations to use OpenDNS for their DNS they will have
major trouble if they are joined to a domain and need access to domain
resources.  That would still allow them to manually set DNS to bypass it as
well.  I would suggest setting it on the firewall or as a forwarder on the
Windows DC's that way it uses OpenDNS regardless of what they use.

I would still use a firewall that would block dns queries from anything
except DC's and devices that need to do queries that way no one can bypass
it.
