If you can get into Windows normal or safe mode you should run Sunbelt
Software's PC Rescue.  It runs from a command line and will also run in safe
mode. 

 

PC Rescue in combination with Malwarebytes will clean almost every severely
infected machine.

Does anyone know of a good emergency boot disk that would allow me to
recover a SEVERALLY infected PC?  I believe it would need to be for Vista.
