Are you asking from a legal perspective, or from a "how can I make this
easier on staff" perspective?

Assuming you're in an Exchange environment, by archiving (for instance,
Barracuda Message Arcivher) you could shrink your mailbox store
considerably, get old stuff out of the way, and yet still have EVERY
messages available to your staff).  And, of course, you get the legal stuff
with it since everything is saved forever.  (or, you get the legal risk with
it...for the same reason)
