The only reasons a phone won't sync with BES is:

1. Phone has not been properly provisioned from the service carrier  
for Enterprise Activation
2. Phone was originally provisioned but it did not send all of the  
service books for it and the carrier needs to re-send service books
3. Phone is faulty and needs to be replaced
4. Using the wrong e-mail address or activation password
