I would suggest peeking @ ZoneMinder. 

It supports capture, analysis, recording, and monitoring of video data coming from one or more video or network cameras.  ZoneMinder also support web and semi-automatic control of Pan/Tilt/Zoom cameras using a variety of protocols. It is suitable for use as a DIY home video security system and for commercial or professional video security and surveillance.

Now for many - they just cant afford the price of FREE ... so I hope you don't mind not having to pay for the system :-) 
of course - Camera's are not included.

The system will actually let you determine the sensibility of a particular zone within a frame - 
pretty cool 

Also of a nice use - is the ability to have it dial your alarm system codes out... 
so - if you need it to - it can actually trigger your alarm system for you :-)
