I would stay away from bought lists. I would bet that I am like most
people in that I would question why an organization I am not affiliated
with is sending me Email. Assuming I don't immediately delete the
message, my first question is "How did they get my address?"
Getting an Email from someone I have not first given my address to is a
clear sign that this organization is a spammer. I would encourage you
to not do anything that may lead someone down that thought trail.
Another negative is that your website or internet host likely directly
forbids sending Email to bought lists in their terms of service. Most
hosts provide a means and even encourage you to use their systems to
send newsletters and other communications to your constituents. But
most draw the line at sending Email to people you have no affiliation
with (meaning they have never directly given their address to you).
A better way to increase your Email list is to use tactics that
encourage new registrations on your website:
1. Provide good Email communications that people will want and look
forward to receiving
2. Include content on your site that is accessible only with
registration - provide references and links to that content in the
public areas of your site to encourage registration and log-in
3. Use social networking applications such as Facebook
4. Encourage the sharing of your content through "Tell a Friend" links
5. Directly ask your constituency to promote registration on your site
6. Add new content to your site regularly
