Either application sounds like it has potential to frustrate users.  I
know in our church we made a conscious decision to give local admin priv
to all users because we don't have a full time IT person.  We felt that
the cost of restricting users at a time when they might most need their
system to do something, which requires admin priv, was much higher than
letting them have control over their systems.
