Is Exchange set to automatically discover servers on the "directory access" tab?

Nope, I set both to be GCs.  I figured that out the last time I shut down a DC and Exchange "shut-down" access to email.

Recently I had one of my DCs down for maintenance.  During that period of time, the Public folder became unavailable to my users.  Any ideas why that would happen?  I have Exchange 2003.
