The recipient's mail server is rejecting the large file.  Just because
Google Apps allows it out doesn't mean other servers will accept it.  I have
a limit of 5 MB on my servers.  For local files, that's why we have shares
on the server.  For larger files, FTP work okay.

 

You could also consider  www.sendthisfile.com or www.yousendit.com to send
files larger than 5 MB.   You upload it; the recipient gets a message to
"come and get it."  Everyone wins and mail servers don't get constipated.

I have a user trying to send an attachment that is 10-20MB just inhouse, via
Google Apps.  I have set the limit of attachments to 35MB and he gets this
