Have you tried deleting the user profile and rebuilding it? You may also
want to try editing group policy settings regarding terminal services

Subject: [itdiscuss] Windows Terminal Server Task Bar
I have a unique problem with the Task Bar in Terminal Server. When a user
logs in the task bar is minimized to nothing even though it isnt set for
hiding. I built and new TS but the same problem occurs. Any ideas on
how this might be happening?
Thanks,
Bill Lloyd
