Well, it sounds like you found a work around and this might just be one of
those weird windows things.

It happens with all of our users. It is W2k3. Permissions doesn't seem
to matter. One thing I have noticed is that if I adjust the taskbar to
its proper height and then "lock" the task bar, the problem goes away. I
can't go to 2008 yet because of the expense.

I was thinking of GP as a preventative measure to restrict permissions in
the future. Which version of windows are you using? This problem only
happens with one user, not all of them, right? is this users permission
different than the others, like admin or not. Have you made sure that the
os is updated.
In the past, working with windows 2003, I have had users do strange things
and wonder what happened. I ended up having to delete the user account
from AD and delete the user directory from the server and then reboot and
recreate it and restrict their privileges so they can't do it again.
If you're on windows 2008, you should be able to publish apps through a
web interface which may be a better option. However, I have only heard
that that is possible. I have not tried it.
If you get to stuck, I know someone that should be able to fix it, but he
is not cheap.

This is a brand new server build, with first time profiles. Any thoughts
on which GPO object to edit? I've looked through them but nothing stands
out as influencing this problem.

Have you tried deleting the user profile and rebuilding it? You may also
want to try editing group policy settings regarding terminal services

I have a unique problem with the Task Bar in Terminal Server. When a user
logs in the task bar is minimized to nothing even though it isn't set for
"hiding". I built and new TS but the same problem occurs. Any ideas on
how this might be happening?
Thanks,
