We use ACS as our Church Management System.  It will do mass e-mails, but to
have a professional look we use Constant Contact.  ACS will export the info
into the program.  But you can import from other sources.  It allows you to
use opt-in/opt-out as well as allow you to do surveys.  They offer free
classes for training in many areas.

looked for a mass e-mail system that would integrate with or at least
use the SQL data generated by the programs as the primary data source
for addresses and mail pieces to receive and that would also be able to
handle opt-in/opt-out procedures and all the other items needed to make
us not look like spammers.

Any good solutions?
