When we buy computers with OEM MS licenses we go ahead and purchase SA for them, you can purchase 2 years of SA for a OEM license if you do it within the first 60 days of purchase, and they will need to see your receipt.  I know that does not help your case since the are XP Home, but you can purchase the non-profit/501c3 open upgrade licenses for each machine with 2 years of SA for around $100 to $110 depending on which vendor you use.

We purchased some Asus Eee Top touch screen machines that came with
Windows XP Home Edition Nettop. I need to have these machines on the
domain and, therefore, need a Professional or higher license. (Business
appears to be available only on new computer purchases.)

I've been told that I can purchase Windows 7 Professional upgrade
package for $199.99 (SKU: FQC-00130).

Would anyone like to propose alternatives?
